This is an urgent chamber application that was filed in this Court on 19 September 2016 and heard on 16 October 2016. After hearing argument on the preliminary issues on 16 October 2016, I formulated the conclusion that the matter could not be heard on merits as the urgency had not been sufficiently established. This is an appeal against the judgment of the High Court handed down on 4 May 2018. The appellant had, before that court, sought a declarator that the Presidential Powers (Temporary Measures) (Amendment of Electoral Act) Regulations, 2016 published as Statutory Instrument 117/2017 were null and void and of no force or effect.
